Provisions the infrastructure (database or schema) for a new tenant. Implemented by database-provider packages (Tenantry.Pro.EfCore.SqlServer, Tenantry.Pro.EfCore.Npgsql, etc.) and consumed by ITenantLifecycleManager<TKey> to run the provisioning step without depending on any specific provider or strategy.
